Toronto means the old city limits: Steeles Avenue down to the lake, and Etobicoke across to Scarborough. Mississauga, Vaughan, Markham, Brampton and the rest of the GTA pay only the Ontario tax.
To qualify you must be 18 or older, a Canadian citizen or permanent resident, have never owned a home anywhere in the world, and move in within nine months. Your lawyer confirms eligibility at closing.

A quick, honest note. This is an educational estimate, not legal or tax advice. Rates are current for 2026, including Toronto's luxury municipal brackets that take effect April 1, 2026. Land transfer tax uses marginal brackets, so each rate applies only to the portion of the price inside it. Your real estate lawyer calculates the exact amount on your Statement of Adjustments at closing and applies any rebates. Land transfer tax is only one of several closing costs, alongside legal fees, title insurance and adjustments, so budget for those too.
Non-resident buyers. If you are not a Canadian citizen or permanent resident, Ontario's Non-Resident Speculation Tax (and a Toronto equivalent) can add a large amount on top of this. It is not included here. Ask about it before you make an offer.
